The Military Family Resource Centre of the National Capital Region (MFRC-NCR) is governed by a community-based volunteer board to ensure accountability and responsiveness to the needs of its own particular community. The composition of the MFRC-NCR board includes at least 51 percent spouses of Canadian Armed Forces members. They represent community residents and clients, and generally reflect the population of the community.

Board of Directors Profile
Alison Prescott – Board chair
Alison has been a military spouse for more than a decade, leading to a diverse set of professional skills and experiences. Alison worked on a large-scale recruitment project for a large Canadian company, where she discovered her passion for human resources. She worked as an office administrator for two non-profit organizations and administered schedules and training for more than 50 volunteers. Alison served on the Gagetown MFRC Board of Directors and co-chaired the Subcommittee on Policy and Governance. She is passionate about her family life, which includes her spouse Ted and her four energetic boys.
Meaghan Miron - vice board chair
Meaghan was born into a RCAF family and after completing university married into an Army one. Professionally, Meaghan has a M. Ed that led to being a trainer, curriculum and courseware developer, and training manager. She has also worked with CIDA in the areas of performance measurement, particularly with respect to health services and education. Her most recent positions have focused on personnel management, policy, and strategy as well as resiliency, health and wellness programming. Having been a recipient of MFRC services and programming at various points throughout life, Meaghan would like to give back and hopes her different experiences can benefit the MFRC-NCR.
Lisa Bianco - Secretary
Lisa is a civilian member of the Ottawa Police Service and is currently in the role of Program Manager, Equitable Work Environment. She has experience in professional standards, human rights and labour relations and has spent the last few years working on the OPS Gender Equity Project. She has a graduate degree in Legal Studies with a research specialization in alternative dispute resolution. Lisa became an MFRC-NCR board member in May of 2018 and participates in the HR Committee.
Darren Hill - Treasurer
Darren serves as the Strategic Coordinator for the Commissionaires National Office in Ottawa. In his current role, he provides governance support to the National Board and its sub-committees, including authoring minutes, meeting planning, and agenda coordination. Additionally, he provides support in other areas, including strategic foresight and strategic planning. His previous employment included 20 years service in the Royal Canadian Navy, completion of an MA at RMC, and 6.5 years as a public servant at DND. He is currently working towards the Governance Professionals of Canada designation to enhance his skills in the area of governance. Darren was voted to join the Board of Directors in July 2019.
Dawn Jordon – member
Dawn is a civilian member of the Ottawa Police Service and as the Manager of Court Services has many opportunities to become involved in problem solving, streamlining and creating efficiencies of process and policy as well as change management. Dawn became an MFRC-NCR board member in March of 2016. She holds the role of Vice Chair and participates in the HR and Governance Committees.
Colin Heard - member
Colin has extensive experience in the CAF and the Federal Public Service. He served as a Pharmacist Officer Base, CF Hospital, Medical Depot, and Headquarters. Colin retired as Director of Pharmaceutical Services. Colin’s areas of expertise are budget management, strategic planning, policy, governance, and leadership.
Jean-Francois richard - member
Jean-Francois is the president of a technology consulting firm specialized in strategic advisory providing cutting-edge technology solutions to government and military organizations. He is also a military spouse of a nursing officer and well involved in the military community. He holds an Executive MBA from UQAM and an executive education in innovation from UC Berkeley. Jean-Francois’s expertise is in the areas of business strategies, digital transformation, leadership and innovation. He has board member experience in various organizations and he is a MFRC-NCR board member since July 2017.
Cynthia Wagner - member
Cynthia is a military spouse and has more than a decade of volunteer board member experience in various community organisations. Cynthia’s areas of expertise include budgeting, fundraising, marketing, strategic planning, policy, governance, communications, and community outreach.
